Can anyone tell me a good (preferably free) paint program that does textured looking layers on cars locos etc...

Some people swear buy MSPaint that comes with windows... I just swear at it... ;-)
I tried a few free ones...
The GIMP looked to be the most promising... http://www.gimp.org/ but the joy doesn't last.
Not that you want to hear it... but I finally just broke down and purchased JASC Paint Shop Pro. I'd used Photoshop at work... but I actually prefer PSP now...
Try GIMP if you are brave... Good Hunting

Here are two that offer extensive free trial and are pretty inexpensive if you decide to go with one of them, and they are both very powerful.

How is it that I make a locomotive paintable I wish to do some repaints but I have no clue what program to use to convert the texture files is there a program like one can get for flightsim

Do a search for Dogwaffle. Not tried it, but it is free and supposed to be reasonable to use.

To convert your texture files into a usable MSTS format you need TGATool2. This will help you do things the easy way.

Thanks baldwin I was wondering how it is done in MSTS i have been repinting planes in CFS and FS98 but I havent been able to do so here.
I am one of those who dosnt fear UP and if I can figure out how to paint here you will see a few UP repaints from me as I personaly would not be afraid if UP wanted to take me on in court about it if they would but I dont really think they would as they probbably dont follow what goes on in msts as I think they have better things to do with there time

Thanks for the info... this is kinda of a long shot but I was wondering if anyone here could link me a site or sites that have instructions or tips info on how to do the more complicated cars / locos that have the textured or very pixilated look, or perhaps offer some tips / instructions to an unexperienced dolt(that would be me) whos trying to learn reskinning techniques. Any and all help would be wonderful.

AHA! Youve discovered one the first problem with reskinning.
1st Discovery by Train Simmers: The SIM does horrible things to your colors if you have alpha channels (see through windows and stuff) unless you add *noise*.
2nd Discovery by Train Simmers: Getting rid of that added noise to do a reskin is a royal pain.
Rick Lamp gave some "great" repainting instructions to Bill Hemb a while back in the forum but it appears that those messages are no longer available. :-(
