When I downloaded Open Rails and started it I got this error:

I already have MSTS and XNA 3.1 installed.

Please attach the OR log file. You can find it on your desktop. That's extremely helpful to diagnose your error.

Something on your computer has or is incorrectly prevented OR from accessing information about your graphics adapter. There is nothing you can do in OR to fix this. What anti-virus do you have? Could you try turning it fully off temporarily to see if that allows OR to start?

Edit: Nope nothing changed, same error.

From the ORTS log; This is your bug:
runactivity.exe : Error : 0 : System.UnauthorizedAccessException: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))
You don't have the permissions set correctly.
Running Win7 if you didn't set the MSTS & ORTS permissions per the tutorials then you will have endless problems.

You need to run ORTS or any other program associated with MSTS for that matter with FULL access and read/write permissions set.
One other thing I see people starting to do is run an untested route on ORTS! ORTS is still in very early beta (I would say alpha testing!) and attempting to run an untested route is sheer madness! ! (I don't know if this is the case here but if it is tsk, tsk! thats naughty!)
How would you possible know where an error lurks when you get an error in such a situation? Route? OS? ORTS? take your pick because it's almost impossible to diagnose.
If you folks insist on running ORTS the very FIRST thing you MUST do before running ORTS is have Route_Riter test the MSTS route AND correct any errors RR finds. You do see that don't you?
You load a faulty route into ORTS and the results are unpredictable. The ORTS team is doing a wonderful job with error detection making this bug easy to spot with the access denied message. Thank You!
To test a route before running ORTS, Route_Riter is absolutly essiental here. You get a clean RR run and you can be reasonaly assured thet the route will run in ORTS!
