It is confusing. You definitely have the Rail Simulator program, and not Microsoft Train Simulator. The Rail Simulator program has gone through a number of names:

Its always good to include the version number that you are testing. I believe these keys are temporarily active for debug purposes. Probably best not to press them :-)

Its referenced by the level crossing shapes. ...

This doesn't look like a known problem. To fix it we'll need enough info to replicate what you are experiencing. These things might help:
