for example ATSF_SD38-2_6351.eng, (PassengerCabinfile ( EJE_SD38-2_672.s ) ).on reading the engine file no such file is found? cvf file same conclusion.

Hi John,
EJE_SD38-2_672 was a reskin of the SLI BN SD40-2 6782 by the British Columbia Locomotive Works (EJ&E_SD38-2's.zip). Unfortunately, neither the bclw.ca site, nor the SLI Retro Engine Pack, or original BN Engine Pack, are available so, if you don't have the required stock, you may have to delete the Passenger View entry from that .eng file!
The cabview is also from one of the SLI packs.

There is a mistake in the eng file of the ATSF repaint. The line for the passenger view shape file should read "PassengerCabinFile ( ATSF_SD38_2_6351.s )", not "PassengerCabinFile ( EJE_SD38-2_672.s )". I guess the author of the ATSF repaint just copied the eng file from the EJE repaint and forgot to change that line.

I'd like to apologise - I posted without actually working through your problem - Sorry!
Uli is quite correct, but you're not out of the woods yet!
The .eng file for 6351 uses the sounds from the SLI.BN folder, so that folder should be copied into your TRAINSET folder, if it's not already there.
Also, the .eng file uses a .cvf file located in the loco's Cabview folder, but this isn't supplied and there's nothing in the readme to help! To solve this problem, you need to copy the Cabview folder from the EJE SD38-2 672 folder into the ATSF_SD38_2_6351 folder. The .cvf file will then use the cabview data from the SLI.BN folder.
I have actually done the above and the sounds and cabview work correctly for me, so I hope they do for you
