In Stuart Williamson's BR Class 07 soundset, there is a .sms file which allows startup and shutdown sounds. However, these sounds are activated to the bell. Is there a way to have the startup play upon entering the sim and have the bell still alias to a bell?

UK engines do not have a bell, which is why the startup/shutdown was assigned to the bell key. The problem with having the startup play when entering the sim is that you will have that sound every time you load a saved game as well.Beer is not a matter of life or death, it is much more serious than that.

In enhancing Paul Charlands TIR 500 engine, I used Stuarts idea as well. As mentioned in the Dynamic Braking thread, the bell switch is one of the few that are alterable to be on/off or sustained via the ENG setting.
I tried to move Stuarts triggers to 'V' et al, but just didn't respond the same. So as Baldwin says, this method works better on British class as they rarely have bells. Whereas with my tests on the TIR 500 and force of habit turning off the bell - I was constantly hitting the 'B' key. So for North American equipment, this can be more trouble than it's worth.
But you reminded me of something I should've tried, and maybe something worth trying still on my Experimental Interurban Sound release. I was wanting the battery/motor sound to 'start up' and 'shut down' soon as the pantographs went up or down. The 'P' key has 3 triggers as well - 45, 46, and 47 as 'toggle' supposedly. For my fooling with 47, it seemed to make up/down WAV's play simultaneously. Was hoping that hitting once would trigger 'up', and hitting again would trigger 'down' WAV. And maybe this does indeed work with right SMS input?
So in theory, start up/shut down may work better on electrics than anything? At least they wouldn't be as prone to accidental shut offs when in motion like diesels via Stuarts method.

I was at odds too on whether to release the update for Paul's TIR 500 engine. The Thousand Islands route is so small and quiet, it's relatively easy to handle the engine on it. But when I make the accident of hitting the B key at a crossing, it throws the realism right out the window. On a large route with an intense passenger or freight act, and that happening....? And again like Baldwin says, 'Saved Acts' wouldn't come back as well either.
