BlenderToMSTS V3.5 is the last one that worked with Blender 2.79. Its available here:

FYI: Blender 2.79 and older is a whole different beast compared to Blender 2.8 and newer. They require very different approaches to how Python is used so the newer releases can't be used with the older versions of blender before the great UI change. (2.80 *should* have been called Blender 3.0.)
