useQuadTree = true is set by default. You should try useQuadTree = false
After doing what you told me, i got the terrain back for that area. to my surprise, there is another area that has no terrain, and i just found another one...and the link between those areas is that in RGE i saw that all are generated in a group of 4 tiles, instead of each individually being generated.
My question is "Do we have to generated each individual tile?"

Another odd problem & frequent crash to desktop

I too am working on learning the editor and it is a huge improvement over the ratty stuff
Microsoft provided, however.
At the moment, I am mainly using it to align items to the track and in an area of my route
that displays correctly in RE, MSTS, and ORTS I see the attached image. Also, fairly
frequently I have a crash to desktop when I select a piece of track to align an object to.
Currently I am using V0.69481 but I had the same problem with V0,6948. One thing I
have not done is that I had loaded an earlier version and it set up the appdata etc. so
when I replaced with V0.6948 first, I did not clean out the directory first. Any thoughts?
Should installs of updates require first cleaning out the directory, which in my case is
on H:\TSRE and the MSTS install is in C:\1MSTS\----. System is Win-7/64 with 8G of
memory. Video is ATI Radeon 5500 series.
The area of the image involves parts of 4 tiles, whereas the area with visible terrain at the
top is part of 2 tiles, one of which has 1100 objects.

Okay, and I added the line you suggested to the setup file and that cleared the terrain issue, although when
the route is opened, I can move under the terrain which is not always desirable. Is there a key, or a command
to toggle this feature, like the "/" key does in MSTS.
Also, I notice that if I use the mouse to move around in a route, it is very course and jerky. is there a key to
press to smooth this out?
Lastly, I selected and unselected several dozen objects today (I am working in a warehouse area that has
many sidings etc. ) for the purpose of aligning them to the track and did not experience a crash.
