When you do an export, turn off "Optimized Dithering" in TGATool2. It should be an checkbox on the right side.

You are correct. I'll fix my statement to say run the route on an activity created with MSTS editors and tools or TSRE5 which ever he uses....

Use the "explore route in activity mode" instead of explore route. Signals behave better.
