Which editor did you specify in ConBuilder's Options Menu? All CB does is open the file in the Editor you specified in Options> Select Editor and save the file.

You are forgetting that your Trainset has all the ENG and WAG packs. My Trainset has just the items installed by the Setup_20210207.rar file.
