I usually get it if I tried to change a scenario.. that means that scenario is no good anymore.
My solution.
Go to that scenario in "Build"
Duplicate the consist on the next track...
go into...

I did this by setting back the train (had to use 4L25 others have red signals guarding platforms) to just in front of the rear red signal, about a mile. Then start the train.
