If Conbuilder could add all those features mentioned by geepster ( may not be possible given its age ) it would again be a relevant and useful tool.
There is too much to go into, and I don't know your experience level with OR. Best for you to read the manual.

While TSRE will open and view NAVS car files ( for instance either of the open top quad or triple hopper wag type1 base files ) you cannot use shapeviewer to open the wag files...because it does not...
