There are no "loose consists" in the Activity file,

I run RR check activity and use Notepad ++ to replace the missing stock.

Also, I look for lines that show Name ( 572-1 ) and replace Name...

With OR "Loose consists" are no longer required to be defined in the ACT file.

I don't know if this is relevant to your question.

I have run both parts of the Act and did not see any issues.

slightly off topic but I bundled my MSTS folder, all of my mini routes including their Rolling stock and Consists folders into one folder and called it 1MSTS and I have no trouble running...
