TSRE ShapeViewer will also show a texture preview and export with alphas but you can't load individual shapes.

If you are using OpenRails you could just save it as a .dds.
I think Gimp will do that natively.

The darker grey hatch is a partial transparency, ie glass.

Paintdotnet is free and it will save as .dds natively and it's an all around decent paint program.

I use Google Earth.
Go where you want. It'll give you the coordinates.
When you use it in TSRE there's a dropdown to choose a couple different resolutions.
There is no zoom.
