We just spent $500 im not returning it. What it does is it loads the disc and asks if I want to run it, and I click yes and the mouse does it's thing and then nothing.

Use Run as Administrator, most programs must be installed on Vista that way.

OK I think I tried that. And it didn't work. My old computer has MSTS couldn't I just copy the files from there to the Vista?

Copy the entire MSTS over? Absolutly not. Registry problem.
If you mean your add-on files, then yes, AFTER a complete MSTS install on Vista.

I suggest a forum search on "Vista".
    The answer is out there.

On the The Statue of Liberty in New York Harbor there is a Tablet. On it is written:
"Give me your tired, your poor, your huddled masses yearning to breathe free,

I lift my lamp beside the golden door!"

Put the disc in the drive. When that window opens up, choose to browse files. Find the setup.exe, right click on it then click on Run as Administrator. That should get you installed okay.
