"Download it from a friend", what do you mean? You got it from a friend and not buy it?

Conbuilder is payware and requires a user license that is keyed.

Not the freely downloadable earlier versions, 2.04.0005 and earlier.
    Clip from the ConBuilder ReadMe:
The author accepts no responsibility for any loss or damage caused by using this software.
All responsibility for use and consequences of using this software rest only with the User.
This software is free. That means it's not allowed including it in any payware package.
By other words, this program is to be freely shared by all Trainsimmers without having to pay any fee.
You can upload this program to your website, but please inform me when you do so.

On the The Statue of Liberty in New York Harbor there is a Tablet. On it is written:
"Give me your tired, your poor, your huddled masses yearning to breathe free,
the wretched refuse of your teeming shore, send these, the homeless, tempest-tossed to me,
I lift my lamp beside the golden door!"

I have a copy of the Freeware Conbuilder-Light_v2_0_1 and might ask Charles to allow me to make it available from my web site.

    Hi diesel9,

    Its not a conbuilder problem.
You must have the engines in the wrong place.

ConBuilder shows all rolling stock in the TRAINSET folder, which is what he says he can not see so that he can create consists.

Yes, that could be the reason. Not copying into the correct folders is a common error with some !
