It would help if you gave the CORRECT filename.."F1 1904 New York City"..
Did you follow the instructions, including the T-section download? Did you install the latest xtracks? Did you install Newroads? If they were installed properly, those files will be in your MSTS GLOBAL/Shapes folder.

It was f1 1904 new york city and I was missing new roads. I installed it and the problem is gone.
