You used to be able to get them via https://web.archive.org but I don't think it works now (but I stand to be corrected).
It depends on what sets you're after - for locos, there is the SLI Retro Engine Pack available on the current site : http://www.trainsimulations.net/msts-engines.html which contains the SP GP40x, UP Engine Pack, Santa Fe Superset, SD70ACe engine pack, and BN Engine pack.

I was actually looking for the CN GP9M set which I don't see but thanks anyway.
Um, that is now a part of CN Trainsets Vol. 2
If you poke around long enough on Archive.org, you might find a working link to SWReg for the older sets. They don't appear to have been removed from the catalog, but what I've found is that the price isn't as lucrative when you look at the rebundling they've done.
They've added a new "Retired Content" tab which redirects to SWREG to a page with all the old SLI content. I applause them for doing this, as it's a huge convenience over what we used to have to do.
