Highly unlikely such a program could be developed prior to the implementation of real spline track by the Open Rails team, where you could manually choose any tangent length or curve radius (and IF that ever happens, it will most likely not be compatible with MSTS). Turnouts would be a whole other complication.
To be MSTS-compatible, you would have to have a program smart enough to create combinations formed from the thousands of track pieces with specific lengths and radii, which sounds enormously complicated to code.

The author of that program from 4 years ago did respond to a message I had sent about doing markers for a project.
