Steam Locomotive Starting Fuel glitch

I'm not sure if anyone has experienced this. Whenever I select some steam locomotives such as the Big Boy and the Southern Pacific 4449 for some activities, They would start off with 0 coal and 0 water, despite me setting the coal and water settings to 100%! Oddly the engines always start with full coal and full water in Explore Route. Is there a way to fix this error?

Dude where do I find that parameter

Make sure the Tender file is named 'tender' if it is 'freight' it will not show the coal and water percentages.
