Prr_east_reg-2 tsre5 fix

on 11-12-2020 the above file was uploaded for the PRR Eastern Route. The only instructions are:

PRR_EAST_REG-2 TSRE5 FIX. PRR_EAST_REG-2 sigcfg.dat fix TSRE5 FIX 2020-11-11 - backup original and copy test only. By Marek Nowosad

Is this necessary for proper operation, or is it for some fix for sigcfg.dat? There are many World files and other items in the download and I don't want to mess up my install.
