CSX KD Subdivision is missing the consist files.

Hello guys, the service traffic, path and consist files are missing from the route download. The activities do not work without those files.

Did you read the readme?

"Unzip kdsubdivision.zip to a temporary location and check to be sure that the
resulting file structure is correct. At this point delete the contents of the
activities, traffic, and services folders because my test activities probably
contain items you don't have. You can keep the contents of the path
folder if you wish."

Looks like you'll have to create your own.

I found the service, path and traffic files(.srv, .pat and .trf files) but the consist files(.con) are still missing.

As Randy noted, the readme states you need to create your own. At least you would need to create consist files by looking in the .srv files and see what consist are being referenced, then create your own using a consist editor (Conbuilder or TSRE).
