I actually couldn't see on my smartphone screen that it was empty, so you probably don't need a buffer on empty rail trains. They may just leave it, though, for simplicity

When we received the rail cars on the VRS, we did have a spacer(buffer) for the loaded cars. Typically an empty ballast car or gondola that is ours.
Empties they will be sent back, typically with regular freight.

KERC SD40-2 #7009, with KERC GP38-2 #3802, WMRC GP38-2 #238, and KERC GP11 #8733 struggle up the 1% grade out of Windsor Jct, pulling nearly 7000 tons of ballast. Last minute ballast dumping to take place just before the first snow fall.
