Agree, Notepad, Notepad++ and ConText are preferable to wordpad.

Context is by far the best as it assists in finding errors in the brackets ( and ) i.e not a matching number of same.

Make sure the folder is not Read-Only. Check under Properties for the folder.

Since at least win7, folders only have ALL been read only, the files under them may not be read only.
