Yep, fresh paint on the cars occasionally happen when recently purchased by another company such as COER buying from TTX or someone else. They don't last long. I bet within a month after they get rolling, they get slammed with graffiti. Just something we have to accept. I've grown to be okay with it, so as longs as they don't cover up the reporting marks completely. I occasionally come across a car like that when I walk a brake test, annoys me, because then I have to try and read the faded lettering on the ends..
