If there was a program limit it would be 256 not 250. 256 being the maximum number you can get from 8 bits.
Conbuilder was the only utility that I can remember with 200 limits which were hard programmed.

And if you opened a 251 consist in ConBuilder's editor and then saved the consist would be 250 items. And there was no warning message.

There is no limit in OR on the number of cars in a train. The UiDs present in the .con files are stored into an integer.
