Otto's package appears to contain at least the same number of shape/.sd files as the 3DTrains version, BUT they have an earlier date.
This applies to ScaleRoad and ScaleRail.
Otto's package does not contain any texture files but they may be included with a route which uses ScaleRail and/or ScaleRoad.

The textures for ScaleRail/ScaleRoads *CAN* be distributed with a freeware route.
The shapes are the bigger problem for distribution because the installer was only available from 3DT's forums.
I don't have Otto's file. As I said, I'm going by what others have said here before. If the SR_ shapes or installers are in Otto's file, and it's documented that 3DT gave permission for them to be shared, great.
And if someone wanted to actually share the file to the file library... even better. It's not here because Otto kept things on his own server, and his family declined to keep that available after Otto passed away.

Ottos pack is listed as a MSTS 1.4 upgrade. It contains a variety of track from A1T thru Z1 . Also updates for original MSTS stock. There is only 1 texture in the global folder, liteglo ace. I see no restrictions on the README or the pdf file. If you want , I'll send a link for a copy.

Regrettably, there is no documentation granting Otto permission to distribute ScaleRail and ScaleRoad shape files.
Only the 'standard' 3DTrains document, which specifies :
