issues with tsre consist editor

to make it short and easy im having and issue to where it will allow me to make a consist and put engines and cars in it but if i try and save it it dosent create the con file and if i try and exit it will tell me to save unsaved consist i press save and exit and still dosent do anything can yall help me with this?

You may have to run all your game and OR files under administrator and edit the security of all time files to be able to edit your consists. it worked for me not sure if it will for you.

Or move all of your application related files out of protected folders...
